Three former NYPD cops plead guilty in tow truck bribe scheme

Three former NYPD officers have pleaded guilty in Brooklyn federal court to running a bribery scheme where they directed car crash victims to a favored tow truck company.

Two of the officers, James Davneiro, 43, and Giancarlo Osma, 40, took thousands of dollars in bribes from their retired brother in blue, Michael Perri, 33, who opened up a Queens tow truck and auto repair shop after leaving the NYPD in June 2020.

The three cops worked together in the 107th Precinct in Fresh Meadows, Queens.

Normally, drivers must use a licensed towing firm approved by the city’s Directed Accident Response Program [DARP] if they break down or get into a crash on the highway.

Instead of picking tow truck companies through DARP, Davneiro and Osma steered motorists to Perri’s company in exchange for cash.

The trio was arrested on federal charges in October 2021.

“These three officers abused the public’s trust and disgraced their NYPD badges by lining their pockets with bribes,” U.S. Attorney Breon Peace said Thursday.

Perri pleaded guilty on Tuesday, Osma on Thursday and Davneiro on Friday. All three face the prospect of five years in prison when they’re sentenced.
