Homeless ex-con arrested for drug-related broad daylight shooting in East Harlem

Police said Monday that a homeless ex-con was arrested for a drug-related fatal shooting in broad daylight in East Harlem.

Walter Shannon, 63, was arrested Sunday and charged with murder, manslaughter and possession of a weapon in connection with the Feb. 23 murder of 57-year-old Eddie Council.

The fatal collision occurred around 2:55 pm on E. 125th Street and Lexington Ave.

“He was shot in the chest as he lay there by the elevator,” witness Winston Kingston said at the time, referring to the entrance to the subway station at the junction.

Council, wounded in the chest, was taken by paramedics to a Harlem hospital, but could not be saved.

“We have no idea what happened,” Council’s ex-wife told the Daily News after his murder. “He was a good man and a devoted father, a family man. He was next to his son.”

Police said the men had an argument over selling drugs at a crossroads. The council lived near the place where he was killed.

Shannon was released on parole in 1989 after serving time for gun possession in Manhattan. His recent arrests include selling drugs and in 2016 he beat up an elderly man in Harlem, police said.
