Why a Bexar County MP shot a man’s dog in front of his house

Patrick Horner searched for an answer for four months after being pulled over in front of his house. The sheriff’s office is now giving some clarification.

BEXAR COUNTY, Texas. On Tuesday, October 14, Patrick Horner took his dog outside around 5:15 am. He lived in a new area and few people settled around him, so he didn’t worry about the leash.

Bella, the black-mouthed cur, sniffed at the puffin while Horner served her to finish. Suddenly, a bright light appeared behind him. It was a sheriff’s deputy with a flashlight.

“She told me: “Let me see your hands. Turn around.” I raised my hands and turned and then turned to take my dog. That’s when my dog got in between us,” Horner said.

A moment later, Bella ran to the second in command, barking, and two flashes of shots rang out.

“Don’t shoot my dog!” Horner screamed instinctively as the whole thing caught on his ring camera.

Luckily, the deputy let Bella through and Horner was able to get her inside. Then he stood on the porch, raising his arms and spreading them at his sides. He still doesn’t understand what’s going on.

“I didn’t know how the officer would react. I put my hands up and said, “Do what you gotta do,” Horner said. “I didn’t want her to think that I was threatening, shooting again. I didn’t know what she was going to do.”

Eventually the deputy asked Honrer for an identity card, which he then provided. Horner said the deputy told him they were looking for someone.

“She told me, ‘Hey, the reason I stopped you was because we were looking for someone who robbed the burger king here. And you fit that description,” Horner said.

The Bexar County Sheriff’s Office specified who they are looking for, KENS 5 on Friday as follows:

“October 14, 2022, around 4:20 am, a BCSO inspector was patrolling a construction site that has seen a lot of theft recently from FM 143 and 1604. The inspector noticed a car parked at the construction site and noticed a man inside the vehicle. When the guard approached the vehicle, the suspect got out of the vehicle and ran on foot. The overseer did not pursue the suspect, but called for additional help to search the surrounding area. The warden was also involved in searching for a suspect nearby,” a BCSO spokesperson wrote.

The spokesperson also stated that they were looking for “a dark-skinned Hispanic man dressed in all black with facial hair.”

Honrera wore a black shirt, black cargo pants, and brown work boots. Speaking to KENS 5 on Friday, he didn’t believe he should have automatically become a suspect.

“I live in a new area. I didn’t carry anything with me. I didn’t do anything suspicious. I was just walking across the street, you know?” Horner said.

Horner also said that he could have at least been able to pick up his dog if he knew earlier that she was in law enforcement and should ask him questions.

“If she had turned on the light, I would immediately grab my dog. She could say, “Hey, is he a biter?” I could say no. That would have been the end of it and nothing would have happened,” Horner said.

Horner said he has family in law enforcement, including his brother, and understands MPs have a tough job. He still remembers his father telling him never to be aggressive with law enforcement. However, he did not think that lethal force was necessary in this situation.

“Why is the first thing that comes to mind is to shoot? They have a club. They have pepper spray. She could kick my dog or scream. Shooting shouldn’t be your first option,” Horner said.

Although the incident happened almost four months ago, a BCSO spokesman told KENS 5: “As per policy, the BCSO has 365 days to complete an internal investigation in the event of a weapon being used.”

“I want to know when the investigation will be completed and what they will do about it,” Horner said. He also filed a complaint with the sheriff’s office.

A BCSO spokesman confirmed that Horner would be contacted after the case was concluded.
