Under Biden’s new plan, “white” federal employees will no longer include Middle Eastern and North African heritage.

The Biden administration is proposing a change in the way federal employees are collected that would allow employees to identify themselves as being from the Middle East or North Africa rather than as “white.”

The Office of Management and Budget (OMB) on Thursday announced a series of proposed changes to race/ethnicity data it has kept since 1977. The OMB said the changes are justified as people’s preferences for how they identify themselves have changed.

In its proposal, the OMB stated that “major social, political, economic, and demographic shifts” took place in the United States during this period, citing the following examples: increased racial and ethnic diversity; the growing number of people who identify with more than one race or ethnicity; changing patterns of immigration and migration.

One of these changes will affect the current language, which requires people to identify themselves as “white” if they “come from any of the indigenous peoples of Europe, the Middle East, or North Africa.” But the OMB’s proposed change says many are demanding a new category separate from white people of European ancestry.

“The speakers advocated that the people of the Middle East or North Africa (MENA) be recognized and respected, becoming a new and separate minimum reporting category because, for example, many in the MENA community do not have the same life experiences as white people with European origin, do not self-identify as white, and are not perceived as white by others,” the OMB proposal reads.

OMB also stated that the new “MENA” category will “recognize this community”.

The goal of the government’s data collection efforts is “to ensure comparability of race and ethnicity in federal datasets and to maximize the quality of these data by ensuring that data collection format, language and procedures are consistent and based on rigorous evidence.” .”

The OMB has proposed other changes to the way data is collected and presented, including by searching for information on race and ethnicity in the same question. The OMB stated that many people confuse the two terms and suggested a question that concerns the “race or ethnicity” of federal employees.

The OMB proposed several other wording changes, such as replacing “Far Eastern” with “East Asian” from the definition of “Asian” and ending the use of the terms “majority” and “minority”.

OMB stated that the latter two terms “may be taken by some as pejorative and not all-encompassing.”

The proposal is not final and OMB is awaiting public opinion on these ideas until mid-April.
