The Lucerne County Government added 20 new employees in February and 16 left, according to a new monthly personnel report.

Kevin Clocker was hired as a highway and bridge inspector for $24.87 an hour.

Three other managerial hires were previously reported: Protonotary/Bailiff Michel Bednar for $27.18 an hour; Elections Director Erin Harvey, paid $33.08 an hour; and Katrina Gownley, Director of Children and Youth Affairs, $46.15.

According to the report, other new hires along with their hourly pay: Sally Atkins, family relations clerk/typist, $13.56; Jonathan Bates, Human Resources Tax Inspector, $30.77; Mark Bird and Nelsy Vasquez, sheriff’s deputies, $15.81; Chandra Brownlee-Knights and Stacy White, Aged Care Managers, $22.64; Frank Brynock, Financial Specialist, Mental Health/Development Services, $17.70; Joshua Cheatham and Skyler Rowedder, Children and Youth Social Worker 1s, $20.30; Peggy Cray, Child and Youth Clerk/Typist, $14.57; Allen Davis, Family Relations Secretary, $12.70; Paul Donton and David Green, Social Services Revenue Officers, $26.67; Alia Habib, Children and Youth Social Worker #2, $22.64; Timia Perkins, public defender clerk/stenographer, $15.85; and Jamaal Zubchevich, Assistant Public Defender, $30.23.

Departures

Deputy Sheriff Joseph Cristino retired.

The following employees left in February: Jonathan Casey and Lisa Johnston, Child and Youth Social Work Supervisors; Paul Davis, Senior Part-Time Center Operator; Robin Galeski, Emergency Telecommunications Specialist; Angela Gavlik, HR director; Matthew Jambra, Membership/Tourism Marketing Coordinator; Jessica Cale, corrections officer; Angela Kern, drug/alcohol case manager; Jerry Scott, Assistant District Attorney; Kayla Torres, emergency telecommunicator; and Norma Zurner, deputy senior center operator.

The report states that four departures were listed as layoffs: DeAndrea Brown and Joseph Sabatini, sheriff’s deputies; Samantha Mitchell, emergency telecommunicator; and Crystal Mullen, Child and Youth Clerk/Typist.

Six workers changed jobs through merit-based internal recruitment.

These workers, along with their new jobs and hourly wages: Michael Gavin, road/bridge mechanic, $15.60; William Ives, Deputy Director of Emergency Services, $34.62; Caitlin Keating-Storz, Senior Investigator/Associate Coroner, $20.51; Robert Lehman, part-time airport police officer, $18; Kai Riddick, PSAP 911 Supervisor, $21.75; and Jacqueline Silveri, Child and Youth Supervisor, $25.27.

Weight Limit

During the work session following Tuesday’s 6:00 pm voting meeting, the council is meeting to discuss a proposed regulation regarding weight limits on county-owned roads based on the loads that the roads were designed and built.

The county owns 120 miles of roads spread over 906 square miles, and the weight limits are necessary to “protect the money invested in maintaining this part of the county’s infrastructure,” the agenda submission said.

“This creates accountability and provides a mechanism for the District of Lucerne to seek reimbursement for maintenance and repair costs by parties that violate established restrictions,” the statement said.

Signs stating weight limits would cost less than $500 per roadway, he said.

The proposal says that school buses, ambulances, and local delivery or pickup vehicles may be exempt from the restriction, and those who wish to drive vehicles in excess of the weight limit may apply for a county permit.

Butler Township officials have recommended a 6-tonne weight limit on County-owned Honey Hole Road, raising concerns about further deterioration of road surfaces, bridges and culverts due to heavy vehicle traffic, the report said.

The working session will also discuss a proposed parking ordinance that would allow the Borough of Hanover police to regulate and enforce parking on county-owned roads and within the borough.
