Texas legislature reconvenes with calls for unity, potential conflict

The 88th Texas Legislative Session began on Tuesday, January 10 at noon.

First on the agenda, Senator Kelly Hancock was elected interim president. Gov. Greg Abbott later spoke about the new record budget surplus and the opportunities it offers.

“This is a unique opportunity for a generation to set the state on a path of excellence for literally generations to come,” Governor Abbott said.

Abbott will present his priorities to lawmakers next month. This will be done in his speech on the state of the state.

Newly appointed Secretary of State Jane Nelson, who once served in both houses, entered the House of Representatives.

“You come from big cities, small towns, seashores and deserts, but no matter where you come from, we are all Texans, yes. Yes,” Nelson said.

Nelson’s call for unity was immediately tested by the choice of a house speaker. Members of the freedom faction wanted change.

“To my fellow Democrats, I thank you, you are great, you have created an environment in which Republicans believe that we can only win a few victories in each session,” said Rep. Brian Slaton (R) from Hunt County.

Dade Phelan won re-election by 143 votes to 3. Speaker priorities include:

    “Words of caution, please do not confuse this body with the Washington, D.C. body,” Speaker Phelan said.

    On the first day, there was much talk of general principles, but hard political lines were set.

    “I know which side I’m on, and I know which side I’ll fight on,” said Rep. Carrie Isaac (R) of Hayes County.

    State Senator Sarah Eckhardt (D), Austin, said she fears the session will see more of what she calls retaliation politics.

    “I hope we find good, effective, efficient, fair, and minimally intrusive laws that improve life in ordinary Texas,” Eckhardt said.

    For another 139 days, the Texas capital will be filled with supporters, lobbyists and residents. When the winter committee debate starts, it will eventually lead to floor brawls this spring.
