Dallas County Insulation Assistance Program Helps Families Fight the Cold

The Dallas County Insulation Assistance Program helps under-resourced families make improvements to their homes to combat cold weather.

Some families who are struggling to make ends meet face additional challenges as temperatures drop.

The delivery of a pair of heaters was a joyful event for resident Anna Garcia on Thursday.

She doesn’t have a working stove to heat her Oak Cliff home.

“I need to turn on the stove, which I know not to do. But it’s the only heat source I had until I heard about it. I said I’d call and find out,” Garcia said.

The tape she put on the door to protect it from the cold can also be replaced with a new weather seal. Dallas County Department of Health and Human Services Program.

“And most importantly, it’s free. Anyone can apply. Now we have some qualifications. This is for low-income families,” said Health Ministry spokesman Cristian Grisales.

At another home Thursday, resident Janice Laney said she and her mother were shivering in their old home this cold winter.

They were also pleased to see the delivery of two new, more powerful heaters on Thursday.

“I think it’s a big blessing because there are so many older people here who don’t have a family that is really suffering,” Laney said.

Daniel Martinez of HVAC Service Pro, a county weather contractor, said he warns recipients about the safety of heaters, such as keeping them away from curtains.

“I have seen people put them too close to the curtains, which can lead to a fire. Make sure sockets are safe too because they use a lot of electricity,” Martinez said. “I like them because you can put your feet on them. You can expose them. And you can hang them on the wall. They have holes to hang them on the wall.

The weather protection program is also designed to protect homes from the extreme summer heat through improvements such as better windows, weather protection, and air conditioner repairs.

“The weather in Texas is extreme, very cold or very hot,” Grisal said. “And that’s why we want people to apply today, as early as possible.”
