The driver who killed officer Carrollton did not slow down, there were pills in the body

CARROLTON (CBSDFW.COM) – An investigation into the death of Carrollton officer Steve Notem found that the perpetrator, Richard Parker, did not slow down before crashing into him.

It also showed that on that morning, October 18, 2022, Parker’s cruise control was set to 88 mph. In addition, Dallas County forensic records showed that an 82-year-old man had multiple prescription and other over-the-counter drugs in his system at the time of the accident.

Notem was supporting another officer in a 1905 western lane drunk driving case dedicated to President George W. Bush when Parker crashed into him.

Parker was pronounced dead at the scene. Notem was taken to Texas Health Presbyterian Hospital in Plano, where he was pronounced dead.

Notem is survived by his wife, 13-year-old son, 6-year-old twin sons, 1-year-old daughter, and many extended family members. He joined the Carrollton Police Department in March 2020 after serving four years with the Grand Chute, Wisconsin Police Department. Prior to his career in law enforcement, Notem served in the United States Marine Corps for several years.

His death was the department’s first routine death.

Because both Knotham and Parker are deceased, no criminal charges will be filed and the case has been closed, the department said.
