$93,000–$113,000

PROGRAM BACKGROUND

We provide planning advice and training to communities across the state, focusing on methods that promote collaboration and integrated solutions to reduce risks associated with floods and other hazards. We have CommunityViz software for GIS-based scenario planning and work within the largest university extension agency in the country. We have the benefit of strong partnerships with our sister state and federal agencies to ensure our services reach communities ready to plan for a more sustainable future. Our people are closely coordinating to make it all happen, and your efforts and leadership in planning will be felt directly by the communities we serve.

YOUR ROLE

As Assistant Program Director, you will lead a team of planners and GIS professionals to identify new opportunities for growth and collaboration, and develop and implement strategies to expand the reach and impact of the planning program. You will bring your vision, creativity and experience to develop these strategies and advance our mission. You will also be responsible for identifying and pursuing new funding opportunities to support program growth and sustainability. You and your team will continue to forge programmatic partnerships with state and federal partners, communities, and professional associations.

BENEFITS

The position is based in Houston, Texas. Employees are entitled to a generous health insurance plan, including dental and eye health insurance. Time off starts with 12 days of vacation per year, 11 paid holidays and 10 days of sick leave. The system contributes to the pension plan.

MAIN RESPONSIBILITIES

  • Plan, direct and manage day-to-day program and project activities within the Resilience Planning Program.
  • Lead the development and preparation of community plans and ordinances relating to land use plans, zoning, hazard mitigation, conservation, and related planning efforts.
  • Manage project and program budgets and resources to achieve project and program results.
  • Manage a team of professional staff, including setting expected results and providing ongoing support and guidance.
  • Develop and maintain partnerships with internal entities and external organizations, including government agencies, community groups and professional associations.
  • Coordinate with other program managers in the organization to ensure a cohesive and consistent approach to mission and program development.
  • Develop and implement long-term plans for the program, including setting goals, objectives and strategies for the continued growth and success of the program.
  • Development and management of proposals for grants and consultations.
  • Communicate program activities and achievements through the preparation of reports, presentations and other materials.
  • Participate in professional development events and stay up to date with best practices in the field.

EDUCATION AND EXPERIENCE

A master’s degree is preferred, but a bachelor’s degree in a related field or an equivalent combination of education and experience. Eight years of relevant experience.

KNOWLEDGE, SKILLS AND ABILITIES

  • Well-developed knowledge in one or more functional areas related to community sustainability, such as development rules, integrated planning, floodplain management, community economic development or environmental planning;
  • Knowledge of state and federal disaster recovery policies and resources, hazard mitigation best practices, and culturally sensitive and equitable disaster recovery and community development strategies.
  • Knowledge of community participation methods and GIS;
  • Knowledge of research planning and technical analysis methods;
  • Ability to draw up orders and development plans;
  • Excellent facilitation and interpersonal skills for public workshops, community meetings, project committees and working with various stakeholders;
  • Strong interpersonal, leadership, problem solving and organizational skills.
  • Knowledge of text editors, spreadsheets and databases.
  • Knowledge of management, program development and implementation, budget oversight and strategic planning.
  • Ability to multitask and collaborate with others.

OTHER REQUIREMENTS

This is a full-time paid position that may require work beyond normal working hours. Travel required.
