Round Rock Police Reopen Unsolved 1983 Murder Case Due to Law Changes

Round Rock Police reinvestigate the 1983 murder of a woman at the Cactus Lounge on N. Sheppard Street.

Investigators say that on October 16, 1983 around 10:20 pm, Martin Gallegos is believed to have shot 3 people, killing Helen Ochoa, 56, and injuring two others.

Since then, Gallegos has been on the run from justice. He was 22 in 1983, he should be 60 now.

He was last seen in Mexico in 2017 and there is still a warrant for his arrest.

Detectives are looking for anyone with information about the incident, as well as the current whereabouts of Gallegos and two other persons of interest: Juan Guerrero, now 70, and Guadalupe Morales, now 61.

Round Rock police said they reopened the case because Mexico changed its laws.

Mexico used to have a 13-year statute of limitations for international extradition of murder warrants, but that law has changed and Gallegos can now be extradited if found in Mexico or the US.

Cactus Lounge, last known as Cactus Nights Sports Bar, was demolished in March 2022.
