Officials said some flights could operate at 2,500 feet, making them visible from the ground, and if weather conditions interfered with operations, they would begin the next day at the same time.

The agency said it is conducting routine exercises that include a variety of scenarios, whether it is a hijacking, response to an unknown aircraft, or violation of airspace restrictions, and that all exercises are monitored and planned.
