New York City authorities on Thursday celebrated two decades of the city’s 311 emergency system by releasing a list of the 20 most memorable calls.

Baltimore was the first city in the US to use 311 for non-emergency calls in 1996. The 311 system in New York City was opened by then Mayor Mike Bloomberg on March 9, 2003, and became the largest such service in the country.

New York City’s anniversary celebration was also marked by the release of the “Status Report 311”, which outlines the expansion of the service from a phone system to include text messages, social media posts, website content, chat support, and a mobile app.
