FEMA works with state and local governments to create residential communities.

NATL – The Federal Emergency Management Agency is coordinating with state and local officials to develop group housing while other housing options fail to meet the need for emergency mobile housing units.

However, this process can be costly for many reasons. One of those reasons is location. The land must be at a reasonable distance from utilities.

Other reasons it can cost a lot of money are zoning regulations and environmental compliance. Zoning codes determine what types of real estate can be built on a piece of land. In doing so, FEMA must comply with federal environmental regulations.

A permit is also required for almost any type of construction. Often they are regulated by the city. FEMA should review project permits, including cost and timing.

Direct housing is for 18 months from the date of the announcement of the disaster.

The announcement date for Hurricane Yang was September 29, 2023.
