Ask Soldier Steve: What defines an accident witness?
ORLANDO, Florida. – News 6 traffic safety expert Steve Montiero answers viewers’ questions about the rules of the road every week, helping Central Florida residents become better drivers through better education.
Soldier Steve was asked, “What defines a witness to an accident?”

He said there is a combination of methods in determining what happened at the crash site, and one of those methods is interviewing witnesses.
But not everyone who thinks they are a witness is actually a witness.
“For example, someone who was at the crash site when the crash occurred cannot be considered a necessary witness. Or too often, just because you hear something, obviously you don’t see something, said Private Steve. “There is also what law enforcement considers witness bias. This type of witness is identified throughout the interrogation process and may be interrogated, but not necessarily taken into account during the investigation.”
Soldier Steve said an example of this would be a man who was in the passenger seat of a car but was asleep when the accident happened.
“A witness is really someone who was able to watch the crash from beginning to end. Of course, the drivers involved are also taken into account so that the accident can be pieced together,” he said. “Accidents can be an emotional experience for those involved, understanding the investigation process can reduce some of that stress. If you feel like you have witnessed an accident, make sure your voice is heard by law enforcement. However, don’t be offended if you’re not listed in the crash report.”
